Program Overview
The purpose of the Housing Choice Voucher (HCV) program is to provide decent, safe, and affordable housing to low and very low-income households in the private rental market.
A Tenant-Based Voucher is a component of the Federal Housing Choice Voucher Program. A voucher is provided to eligible families or individuals, which allows them to locate housing of their choice, including single-family homes, townhouses, apartments, and mobile homes.
Participants are free to choose any housing that meets the requirements of the program and where the landlord is willing to accept the voucher payment. Initially, the housing must be located in the Kingston 12401 area code, but after one year, participants may move anywhere in the country where there is a voucher program.
Rental units must meet minimum standards of health and safety and must pass a Housing Quality Standard inspection. The housing unit must be the appropriate size for the size of the household, and the total rent charged by the owner must be within the applicable payment standards for the area in which the unit is located.
The primary purpose of the intake process is to gather information about the family. KHA will also utilize this process to provide information to the individual or family so that an accurate and timely decision of eligibility can be made. Applicants will be placed on the waiting list in accordance with this plan.
Waiting List
The HCV program is the government's major program for assisting very low and very low-income families, the elderly, and individuals with disabilities to afford decent, safe, and affordable housing in the private market. Since housing assistance is provided on behalf of the family or individual, participants are able to find their own housing, including single-family homes, townhouses, and apartments.
The KHA Section 8 Waiting List streamlines the application process for Section 8 Voucher applicants. The waiting list is opened periodically and is posted online and in the local newspaper.
Applicants submit their application to the waiting list system, and their applications are automatically added to the existing waiting list. The order of a particular wait list opening is determined by a computerized lottery system in accordance with the KHA’s policy.
